Education is changing faster than ever.

Artificial intelligence is reshaping teaching and learning. Student well-being has become an increasingly complex concern. Staffing shortages continue to challenge schools. Families and communities have evolving expectations, while political and social pressures can make even routine decisions more complicated.

For educators and school leaders, the challenge is no longer simply knowing what to do. It is knowing what to do when there is no clear answer. That distinction matters.

In an increasingly complex educational environment, professional knowledge remains essential—but knowledge alone cannot prepare educators and leaders for every situation they will encounter. What they need is the ability to interpret circumstances, weigh competing priorities, consider multiple perspectives, make thoughtful decisions, and learn from the consequences.

In other words, they need judgment. And developing judgment requires practice.

From Knowledge Acquisition to Judgment Development

Traditional professional learning has often emphasized the acquisition of knowledge: learning frameworks, reviewing policies, studying research, and understanding best practices. Those things matter. But today’s school environments increasingly require professionals to apply that knowledge in situations characterized by ambiguity and competing demands. The terrain in today’s education world keeps evolving. The challenge is no longer simply knowing what to do—it is determining what to do when no clear answer exists.

We can frame this challenge through three complementary perspectives: VUCA, BANI, and NAVI. These are frameworks that describe the evolving nature of complexity, fragility, and intentional navigation in modern systems and leadership:

  • VUCA denotes an unstable world: volatile, uncertain, complex, ambiguous
  • BANI shows fragility in how we interact with the world: brittle, anxious, non-linear, incomprehensible
  • NAVI describes real-time, real-world navigation: non-linear, accelerated, volatile, interconnected

Together, these models point toward an important shift from knowledge acquisition to judgment development:

Knowledge acquisition → Judgment development

The goal is not to prepare educators for every possible scenario. That is impossible. The goal is to help them develop the judgment necessary to navigate situations they have never encountered before.

The Missing Middle in Professional Learning

There is often a gap between learning about a problem and actually having to solve one.

A case study might describe what happened at a particular point in time. A role-play can provide an opportunity to act out a situation. Clinical experiences provide valuable exposure to authentic environments. But simulation can occupy a powerful missing middle.

Narrative-based simulations allow participants to experience situations as they unfold over time. Rather than simply analyzing what someone else did, participants make decisions themselves and experience the consequences of those decisions.

This introduces several important dimensions of professional practice:

  • Systems thinking
  • Context
  • Judgment
  • Consequences
  • Feedback
  • Reflection
  • Social interaction

In a simulation, the learner is no longer simply discussing a leadership challenge. They are navigating it.

Why Judgment Is Harder Than Ever

Consider a seemingly straightforward challenge involving artificial intelligence in the classroom.

An educator or school leader may need to consider incomplete information, competing priorities, multiple stakeholders, ambiguous policies, relationships, accountability, and uncertain consequences—all at the same time. There may not be a single “correct” answer.

Instead, the professional must determine:

What matters most right now?

Who needs to be considered?

What are the potential consequences?

What information is missing?

What decision is most consistent with our values and responsibilities?

That is judgment.

Several forms of thinking can be practiced through this type of simulation, including professional judgment, ethical reasoning, stakeholder analysis, communication, sensemaking, and decision-making under uncertainty.

Simulation Creates Safe Opportunities to Practice Uncertainty

One of the greatest advantages of simulation-based learning is that participants can experience difficult decisions without the consequences being real. That creates an environment for deliberate practice.

A participant can make a decision, see what happens, reconsider the situation, and try again. They can explore perspectives they may not have initially considered and reflect on how their assumptions influenced their choices. This is particularly important for aspiring leaders.

Experience is one of the most powerful teachers—but experience is not distributed equally. Some aspiring principals encounter difficult personnel issues, community conflicts, instructional challenges, or ethical dilemmas early in their careers. Others may go years without encountering particular situations.

As a result, experience can become a matter of circumstance rather than design. Simulation changes that equation. Instead of waiting for every aspiring leader to encounter the same challenging situations in the field, preparation programs can intentionally create opportunities to practice navigating them.

One Scenario Can Develop Multiple Leadership Competencies

Complex school leadership problems rarely fit neatly into one category. A single scenario might simultaneously involve:

  • Mission and vision
  • Ethics
  • Equity
  • Instruction
  • Community engagement
  • Family engagement
  • Operations
  • Organizational capacity
  • School improvement

That is one reason simulations are so valuable. Real leadership is interconnected. A decision made in one area can create consequences somewhere else. Simulation allows learners to experience that interconnectedness rather than studying leadership competencies in isolation.

Deliberative Friction: Making Learners Think Twice

Effective simulations should not make decision-making too easy. In fact, some of the most valuable learning happens when participants experience deliberative friction.

Strong simulations can slow premature certainty by presenting competing interpretations, creating meaningful choices, and allowing decisions to produce consequences.

Instead of immediately asking, “What’s the right answer?” learners are encouraged to ask:

What am I missing?

What assumptions am I making?

How might someone else interpret this situation?

What could happen if I choose this path?

This constructive tension creates an opportunity to strengthen professional reasoning. The objective isn’t to create conflict; the objective is an improved thought process.

Leadership Learning Is Social

Judgment doesn’t develop entirely in isolation. Discussion plays an important role in helping professionals examine their reasoning. When learners compare their interpretations with those of their peers, they discover assumptions and perspectives they may not have recognized on their own. Structured disagreement can help participants:

  • Surface assumptions
  • Challenge interpretations
  • Consider alternative perspectives
  • Explain their reasoning
  • Refine their decisions

This can happen in synchronous or asynchronous environments. The key is creating space for meaningful reflection and discussion around the decisions participants make.

The Emerging Role of AI Coaching

Artificial intelligence introduces another intriguing possibility. AI coaching can extend the reflective process by helping learners examine the thinking behind their decisions. Rather than simply providing an answer, AI can be used to:

  • Surface assumptions
  • Introduce alternative perspectives
  • Challenge reasoning constructively
  • Support metacognition
  • Help learners transfer insights to future situations

This creates an important distinction. The purpose of AI in professional learning isn’t necessarily to tell educators what to do. It’s to help them think more deeply about what they choose and why.

From Simulation to Self-Efficacy

Repeated opportunities to navigate uncertainty can have an impact beyond a single decision. As participants practice making decisions, reflecting on outcomes, and trying again, they can begin to develop greater confidence in their ability to handle complex situations.

This progression connects to several established learning and leadership theories, including Kolb’s experiential learning, Bandura’s self-efficacy, Klein’s experience-based pattern recognition, Weick’s sensemaking, and Heifetz’s work on adaptive challenges.

The result can be a progression from experience toward the following:

Confidence → Professional Judgment → Leadership Identity → Decision-Making Capability

That progression ultimately points toward what we call grounded hope—the belief that one can respond thoughtfully and effectively when future challenges arise.

A New Model for Leadership Development

If judgment is developed through experience, reflection, discussion, and feedback, then professional learning can be designed accordingly. Instead of a linear model that moves primarily from knowledge to application, we can envision a more intentional learning cycle:

Field Experience

This model doesn’t replace field experience. It makes field experience more powerful by giving educators opportunities to develop and test their thinking before—and alongside—the challenges they encounter in real schools.

Preparing Leaders for Situations They Haven’t Seen Yet

The future of education will undoubtedly bring challenges we cannot fully anticipate today. Artificial intelligence is only one example. The leaders of tomorrow will face new technologies, evolving student needs, changing community expectations, workforce challenges, and complex social and political environments.

We cannot write a playbook for every possible situation. But we can help educators develop the judgment to navigate unfamiliar ones. That is the promise of simulation-based practice. The goal isn’t to prepare leaders for every situation. The goal is to develop the judgment required to navigate situations they have never seen before.
